Aquino admin to push govt agencies to spend budget allotments in 1 yr.

To ensure that govenrment agencies spend their budget allocations within the yearly program, the Aquino administration wants to set a 12-month limit in which unspent portions of their appropriations may no longer be carried over into the succeeding year.
